ARTS EDUCATION

Missouri Arts Council arts education grant and professional development programs are designed to strengthen the place of the arts as a core academic subject in the regular school curriculum, and to promote integrating the arts into non-arts classrooms and in out of school programs. MAC works with the Missouri Department of Elementary and Secondary Education to ensure that these programs support student achievement.

 

WHO IS ELIGIBLE FOR ARTS EDUCATION FUNDING?
MAC accepts arts education applications from the following types of organizations and/or agencies: Public school districts; private K-12 schools; community arts organizations; youth organizations; public libraries; social service organizations; arts organizations; public libraries; colleges and universities; city parks departments; chambers of commerce; and government agencies.

To be eligible to apply for MAC funding, an organization must be a public or private organization:
  1. That is Missouri-based and have a Missouri address. Nonprofit corporations that are based in another state must be registered in Missouri as a Foreign Corporation, must have a Missouri address, and must provide all MAC-funded arts activities in Missouri.
  2. That is tax-exempt as determined by the Internal Revenue Service.
  3. That is incorporated as a Missouri not-for-profit corporation and maintain not-for-profit status by filing annual registration report with the Secretary of State's office. For more information, contact the Secretary of State's Corporations Division at (573) 751-4153. Sample Report
  4. That has a DUNS number (Exempt: Public school districts and private schools). If you do not have a DUNS number, it is important that you begin the registration process immediately. It is free to register and you are under no obligation to pay for additional services or products. Some organizations have experienced challenges obtaining a free DUNS number.
    New instructions follow:
    To request a DUNS number, call 866-705-5711, press option 4 (for federal
       government grantees), and then press option 1 (for grantees that know
       their CFDA number). When you get the operator, identify yourself as a
       "Missouri Arts Council grant applicant." The operator should know that
       Missouri Arts Council grant applicants are eligible to receive a DUNS
       number for free.
    If you experience problems, please tell the operator that a memo has been
       issued to D&B personnel instructing staff to provide a DUNS number to
       Missouri and Tennessee Arts Council grant applicants. If the operator is
       unaware of this memo, please ask him/her to consult with a colleague or
       supervisor.

Organizations that receive a MAC grant must maintain these eligibility requirements through the grant period.

 

WHAT DOES ARTS EDUCATION FUND?
Arts Education grant categories include:
  • Artist in Residence is designed to strengthen school fine arts curriculum (dance, drama, literature, music, and visual arts) or other curriculum (communication arts, social studies, math, or science). A residency must include direct, hands-on experience between the artist and target and exposure groups within the school and community. Residencies integrating fine arts content into non-arts curriculum should align studies in the fine arts with relevant themes taught in non-arts classrooms. Alternatively, the Artist in Residence could be a community based project with a focus outside of the school environment.
  • Out of School supports quality arts education programs for pre-K through 12th grade students that take place outside of the normal classroom day. This program subsidizes expenses for activities that serve at-risk, urban, and/or rural underserved youth. It is open to all nonprofit organizations and schools, except for MAC Established Institutions award recipients.
  • Professional Development supports projects that present qualified speakers to teachers, school administrators, and teaching artists. Activities that develop skills for teaching the arts and for integrating the arts into non-arts curriculum are eligible. Adherence to the High-Quality Professional Development Standards, as defined by the Missouri Department of Elementary and Secondary Education, will be a funding consideration.
  • School Touring funds 60% of artistic fees for schools and organizations to present performing artist(s) at assemblies with pre/post educational workshops or related activities. The intent of this program is to support artists touring to schools outside their home base. Performing artists must be selected from MAC's School Touring Roster. Programs of Missouri artists provided through the rosters of Kansas City and St. Louis chapters of Young Audiences are also eligible.

MAC funds may be used for artist fees, artist travel expenses, and project-related educational materials and supplies. Projects should allow artists to work directly with students and teachers and may also engage parents, business and community members through a variety of activities - workshops, classroom activities, performances, exhibitions, etc.

In general, MAC does not provide grants for any art courses, for children or adults. Art courses should be self-supporting or income-producing, unless they are directed to an underserved and/or special population (such as minority, elderly, or disabled). When there is a legitimate need for the art courses, MAC may fund the startup costs of such courses. Additional funding restrictions are published in the guidelines
(for example, page 16 of the FY08 monthly arts education guidelines).

NOTE: If your project does not fit the Arts Education grant programs, it may be eligible for support in another grant program, for example, Mini Grant Program (visit Application Forms page).

 

GETTING STARTED
Applying to MAC grant programs is a competitive process for limited funds. Before you begin the application process, please note the following:

  1. In advance of the deadline, visit with Julie Hale, Program Specialist for Arts Education, about your project.
  2. Read the guidelines and application instructions carefully.
  3. Review the application checklist. Collect the necessary attachments to the application.
  4. Consider submitting a draft application prior to deadline for feedback from Program Specialist.
  5. Answer each narrative question fully. Use concise language that is easy to understand.

** If an organization changes its official name or mailing address, then it must submit a Vendor Input Form with the Grant Change Request Form. Payment of invoice may be delayed until the new information is processed by the Missouri Office of Administration and reflected in the state vendor system.

New Grant Recipients
You must be in the state vendor system to receive your MAC award. New grant recipients or organizations that have not claimed expenses for one year must submit a new Vendor Input Form.

 

 

POETRY OUT LOUD

Poetry Out Loud is a national recitation contest for high school students conducted in all 50 states by the National Endowment for the Arts.  Last year over 3,000 students from 43 Missouri schools participated.  85 schools are participating in 2008 Missouri Poetry Out Loud. The schedule and curriculum for Poetry Out Loud are designed to fit a teacher’s busy schedule. Standards-based curriculum materials are provided to participating schools as well as additional resources available on the Poetry Out Loud website at www.poetryoutloud.org.

Monthly Newsletter
Published monthly, MACnotes reports timely arts news to art, civic, and tourism organizations, art advocates, educators, legislators, corporations, artists, and foundations. Arts Education Partnership
Since its founding in 1995, AEP has become the primary forum and meeting ground for organizations to explore how the arts can transform American education. AEP publishes research and advocacy materials supporting the role of arts education in schools. Depth of Knowledge Levels For students to become strategic thinkers, extend their thinking, solve complex problems, reason, analyze and communicate their understandings, they will need well-constructed standards-based units, lessons, and assessments. Norman Webb's Depth of Knowledge construct, which measures cognitive demand, suggests that complex and challenging assessments must be supported by rigorous instruction.

Missouri Show-Me Standards of Education
The Outstanding Schools Act of 1993 lead to the creation of the Missouri academic standards authored by master teachers, parents, and policymakers from around the state. These academic standards incorporate and strongly promote the understanding that active, hands-on learning will benefit students of all ages. By integrating and applying basic knowledge and skills in practical and challenging ways across all disciplines, students experience learning that is more engaging and motivating. Mid-America Arts Alliance Missouri Arts Council encourages applicants to
utilize the funding opportunities and resources available at M-AAA.
M-AAA was created to support and stimulate cultural activity in communities throughout Missouri, Arkansas, Kansas, Nebraska, Oklahoma, and Texas. M-AAA creates and manages regional, national, and international programs including traveling exhibitions, performing arts touring, and professional and community development. Applications for M-AAA's grant programs are accepted on a first-come, first-served basis and are listed below.   • Regional Touring Program provides Artist fee support for nonprofit organizations in M-AAA's service area (which includes Missouri). Deadline: Starting February 1, 2008.
  • Meet the Composer Program provides funding to host a composer for performance of his/her work. Deadline: At least 60 days before the start of the project.
  • Latino Culture Project provides funding to present Latino performing artists residing in the United States. Deadline: At least 60 days before the start of the project.

National Endowment for the Arts NEA is a public agency dedicated to supporting excellence in the arts--both new and established--bringing the arts to all Americans, and providing leadership in arts education. Established by Congress in 1965 as an independent agency of the federal government, NEA is the nation's largest annual funder of the arts, bringing great art to all 50 states, including rural areas, inner cities, and military bases. BUSINESS/LEGAL RESOURCE

St. Louis Volunteer Lawyers and Accountants for the Arts VLAA provides legal and accounting assistance to individual artists and arts organizations through a referral service for eligible candidates. It also provides educational programs, resource library (in print and online), and publications on arts law and related business topics. ADVOCACY RESOURCES

Missouri Citizens for the Arts MCA is the statewide grassroots advocacy organization that promotes the arts to elected officials and public agencies whose actions affect the arts. MCA sponsors the annual Citizens' Day at the Legislature in Jefferson City, where Missourians meet with legislators to discuss the importance of the arts in the state. 2009 Citizens' Day will be held February 11, 2009.

Missouri Alliance for Arts Education
Missouri Alliance for Arts Education in partnership with Missouri Citizens for the Arts will be hold Fine Arts Education Day March 10, 2009 in Jefferson City. The event's purpose is to educate legislators on the importance of supporting an appropriation to the Department of Elementary and Secondary Education for implementation of the fine arts component of the Missouri Assessment Program (or Fine Arts MAP).
